Bujumbura, a seaside city, reinvents itself

Towards the excellence of a “Smart City” destination with the support of the CED and CIPER Consulting

The City of Greater Bujumbura, a seaside gem nestled on the shores of Lake Tanganyika, is engaged in an ambitious process of transformation. Under the guidance and strategic support of the World Centre of Excellence for Destinations (CED), through its local representative CIPER CONSULTING, Bujumbura is progressively becoming a structured tourism destination, relying on renewed governance, highly attractive activities, and quality services.

Expertise in service of destination development

CIPER CONSULTING, a research and methods firm, has integrated into its commercial mission the functions of a tourism development organization for the Destination of Greater Bujumbura. This work is led by Oscar RWASA, an expert in tourism destination development and member of the CED global experts network, who is also the Director of CIPER CONSULTING. His research aims to adapt international expertise in “smart city destination” development master plans to the specific context of Greater Bujumbura, based on the firm’s preliminary investigations

Governance anchored in five fundamental pillars

The consolidation of Bujumbura’s destination relies on a methodical approach inspired by international expertise and the SMED Lab approach of the CED (System of Measures for Excellence in Destinations). The key findings of the study conducted by Ciper Consulting are structured around five pillars, considered as capital sources for the future, positioning the city as a “capital of civilizational future in the Great Lakes region”:

Time Management: Reflects the variability of daily and event-based activities.
Risk Management: Portrays Bujumbura as the “capital of the African youth’s dream,” derived from the etymological sense of “from dawn + I reveal my future.” Information Management: Positions the city as the “capital of preventive diplomacy” and a regional hub, notably through the presence of organizations such as the International Conference on the Great Lakes Region.

Cultural Innovation: Makes Bujumbura the capital of community consultative mediation, a unique Burundian cultural practice with significant potential for influence. Mobility Legend: Defines the city as the “Smart City Beach Mobility Capital” within the Lake Tanganyika basin.

This last pillar of mobility is symbolized by the expression “Blue, White and Green – Tanga Sky Zoom Loveback.” The tricolour juxtaposition evokes the panoramic view from Melchior Ndadaye International Airport—embracing the lake’s blue expanse, the whitish sandy beaches, and the green plains to the north.

Attractive activities and confirmed quality services

To illustrate this emerging destination, the study highlights the richness of attractions in Greater Bujumbura, which appeal to both domestic and foreign visitors. Bujumbura offers a set of activities grouped into 10 centripetal tourism attraction zones—clusters of nearby tourism circuits creating a shared impact on visitors.

These centripetal zones are classified not only according to visitor numbers but above all based on the motives for travel and desired satisfaction levels. For each zone, the study lists specific tourism activities and nearby accommodation references, ensuring quality service for visitors:

The Centripetal Zone No. 1 (Lakefront) – Including the Living Museum and the Circle of Peace, offers activities centered on history, culture, entertainment, and local cuisine, with nearby hotels such as the Hotel Tanganyika and Pearl Hotel.
The Centripetal Zone No. 3 (Kajaga’s Silicon Beach System) – Attracts through escape, maritime contemplation, and tropical thermotherapy, offering activities such as seaside walks and nightlife, with high-quality lodging at the Hotel Club du Lac Tanganyika and Eden Beach Resort.

The ranking of attractions and the networking of local professionals, such as the Burundi Association of Tour Operators (BATO), demonstrate the professionalization of tourism information channels and the improvement of service quality.

A forward-looking and competitive vision for the Great Lakes Region

The CED’s specific support provides Greater Bujumbura with a forward-looking vision of leadership and tourism governance in the Great Lakes Region. Bujumbura is envisioned as a leading destination of a distinct, certified blue tourism economy, competitive or complementary to the label promoted by the East Africa Community (EAC).
This new branding approach is structured around the five pillars and seeks to define a highly specific client appeal. To materialize this ambition, Ciper Consulting creatively proposes the promotional tool “VISA T-SAFARI” to support this distinctive and competitive branding for Greater Bujumbura within the Lake Tanganyika basin.
